the first public meeting that I had in June weary of 2014 with our Board of Education job one was determine what we're going to do about capacity in her middle and high school  the first make a person next year 2300 kits with no growth the following year 2450 kits in 1718 2600 kids in a building capacity of somewhere around 2,000 if you use for the state-funded 2150  talk to chip Blanchard the prince what are the high school today boss  we have more families coming in right now enrolling for next year then weave we have enrolled 10 new ones already this spring for next year so great problem to have just solved I mentioned earlier looking toward the future if we built this community what about a flights as they are now and they are starting to circulate again you can ask Town officials in order to address that capacity wintered an interlocal agreement with the Germantown Municipal School District a three-year agreement we're completing your woman right now we have 679 Collierville residence 7th 8th and 10th 11th and 12th on an interlocal agreement going to Germantown schools Houston Houston residence of Carmel just like you and just like maybe we're paying that if you take a real simplistic look at what that means $8,000 rough estimate of people expenditure unless but I need an easy math to 4.8 million dollars in Revenue is going that way do Germantown Municipal School District  we had to do it in the mood for a lot of reasons number one reason was capacity we did it for fame consistency take it personal story I was the principal of that school over there for a long time  I reap the up the quality kids that came to that school I knew all of our fires in kids what you may not know when you're here in a little bit just a few minutes  Blanchard Logan Stafford here we are holding science classes other classes in labs  roll music classes in the Halls we are holding wrestling practice take this image or go see the picture of it in a minute in the cafeteria not while they're eating so are charged moving forward with we got a problem the we've got to solve and again it's a great problem but it an effort to address that capacity for the high school William Floyd Architects from Fleming Associates Scott Fleming is here tonight let's look at the current campus and let's talk about the string weaknesses and moving forward give us some options so part of the presentation and winter does mr. Fleming he's going to come up and come run through his findings if you have don't you our website is right there tired schools.org the whole presentation everything is here mr. Scott Fleming thank you distracted appreciate it very much first of all just want to say honor and privilege Presta be apart of planning for the schools and tireville really are looking forward to it looking forward to working with our joint venture what are the Renaissance group in South Bend to talk later on tonight about some other items with the new school but I do really appreciate the opportunity here tonight what a life to do is spend about 10 to 15 minutes and go over the presentation I gave the school board on January 27th they asked us to tell what if we could use the existing High School to accommodate 3,000 students so we use the very objective methodology belt body Council of educational facility Planners International mouth for this is a methodology that we used before with other schools the viability of the school to be used for whatever purpose in my v and in this case it was to determine if it could be used for 3000 High School use that methodology and I'll walk through that with you here in just a moment first of all is a mansion I mentioned our goal was to see if the campus could accommodate 3,000 students at the time the enrollment was 2001 150 that fluctuates almost weekly our methodology and included a number different visits and meetings first of all we met with the starville School District administration mr. Ashton mr. Simpson and talk to them about what their needs and Visions were for the school then we tore the our team of Architects Mechanical plumbing structural and civil engineers tour the campus we met with Administration we met with chip at the at the school campus maintenance staff also walk this through and showed us some of the features some of the problems problems if they had seeing with the with the campus go to make sure the week call all the things at work well and some of the things are is a match we met with mr. chip Blanchard and I one of the key things we is we visited during the school peak times and we took our lives and if there was pretty challenging those have been there done either Fast Change I've got pictures I'll show you something and assessment are using the Council of educational facility Planners International checklist and then we did the objective scoring show you the results of that overall just a feasibility so are few occluded these these two main points how does the facility function today with 2150 students it's a canvas does how does it function today that was one set of glasses we looked at the facility with the other was with the view of really 50% to increase enrollment from what it was designed for 2,000 students to $3,000 look at a little bit about the facility I'm sure most of you know this facility as well or better than I do but the campus is located on 54 Acres on the northwest Frank Road in North Byhalia Road is comprised of two major components the original building was built in 1976 as Middle School in 1994-95 the high school edition was added to comprise an entire campus and 200 80000 square feet  so we looked at that campus with these six different categories in mind the school side structural mechanical Building Systems to plant maintainability building site security which is a big item is style talk about in a little bit educational adequacy and then the environment for Education First of all the school side we look at the strings into deficiency first of all the number of strands it's centrally located play music yes from Byhalia and Frank Rhodes and it's really removed from any undesirable businesses and traffic's really in a pretty nice neighborhood suitable soil  Sprint is good for Destiny access even though the roads are busy to walk up and down Frank Road and Byhalia Road so there's good pedestrian access but there are no deficiencies besides first of all if marginally accommodates the current enrollment that that exists there now 2150 students is just no turn for any sort of expansion anywhere  and it's certainly not large enough to accommodate 3,000 students if we can show your graph I support that  this is the 54-acre site that red line in case the boundary to the west of city city property to the north this is a 54 Acre Site now what's not shown on this campus are they athletic fields into located at the elementary school so the football stadium football locker rooms in the varsity practice field is not on this campus it's split cuz you I'm sure no this is a 3,000 student high school that was recently completed in Aurora Illinois that have dozens happens to be a good place to look at 108th and that's I don't know if you can really see it but there really isn't a lot of room to expand around the building or some too Eminence looks like a Detention Facility here on athletic components football stadium parking at the tennis court facility here bus is parked up there there's really no room to expand if this still wanted to go to 4,000 students Princeton City very difficult to do with them the thing that I think you want to point out here is the size of the site  stop at Wright Road in Byhalia is not large enough to accommodate 2000 students  some of the other deficiencies as I mentioned the off-site track and football facilities are located Elementary School and that really contribute to the traffic safety travel safety the inconvenience factor in the end efficiency of just the time it takes to get from this campus to the athletic complex to travel category number to structural mechanical systems the building does have a number of strange the foundation's the bones of the building or a really overall really good and free of cracks and Refrigeration star Protection Systems in good condition good water supply system good electrical outlets and Kaling in the drainage of the site seems to be working pretty well so those are good positive but there are deficiencies the ductwork needs to be replaced you can see some duct work right there to replace power system splits boards to the replace and then the roof their number places on the roof that's the whole water in Roofing does need to be replaced all things that can be done the survey need to be done  about 75% of the mechanical units are in poor to fair condition and will need to be replaced soon and then the all lights to water closets are in poor condition straight really good materials on this campus low-maintenance good Building she'll watertight shell the windows and the brick didn't seem to keep the water out for the most part with the vertical surface is the Roses I just mentioned these some some help the VCT floors vinyl composition tile floor is dimensions of a bread-and-butter surface for most every school there as a great product to have down and easily maintained in here condition plenty of electrical outlets for cleaning so lot of Springs from good plant maintainability but there are some deficiencies most notably the the countertops in the restrooms are plastic laminate in overtime they'll just delaminate and have to be replaced and that is occurring can the school district restaurant problematic and there are number of 88 compliant lock sets that need to be replaced as well some other deficiencies are you can see that top picture that's a Janitor's Closet and you can say that they're also use them for storage and for the Jitters office primarily so in an ice machine songs do the best I can to stay stay the lack of janitors pretty much over all adequate and a lack of adequate regarding Building Safety and Security there's lots of plenty of accidents plenty of good stairs and seem to be plenty wide enough to be tall current posed Panic Hardware placed in the proper manner where it's if it's you can maneuver play the sets of doors as the flow of traffic to exit the building which is exactly what you want to do so there's plenty of wide hallways and why play whales and play doors to get children out of the students out of the building safely regarding the the parking lot where is there a number of deficiencies here the student load in the areas are just not segregated well from the the the parking areas typic do you want to separate your bus craft traffic from your car traffic in your parking from your Loop Road system and there's just not room on this side have to be able to separate those functions propylene adequately and as a result even though with a number of situations like this that you're not always going to be able to  prevent students from walking through parking lots but there are ways to design a these bus in traffic in part traffic Lanes in the manner that you can really minimize vehicles and pedestrians Crossing and that is a problem with existence and that's just another slider to reinforce that same point the patterns just don't promote of a good safe low are there also is a ditch located on the side which is not far from from the foot all practice field and the baseball field and that has to be crossed in order to get down to the baseball field and as I've mentioned earlier The Varsity track and football facilities are located the off-site where they're not nearly as convenient as they are and that does provide some concerns as students have to travel every day to practice at that facility so just adds another layer of Safety and Security issues to it to the campus educational adequacy of the strength the curriculum classrooms are grouped inappropriate locations which seems to work very well Career Technical educational the CTE programs are all located in group in the in the proper area Vo-Tech classes I still got those CTE these days the family consume consumer Sciences has a really nice built in classroom built-in equipment very nice natural light coming in really well design space  the best friends generally most of them are awfully sized but there are some deficiencies on some of the classrooms are either configured it away or too small to provide some group morning activities with in the classrooms it really does prevent a different type of learning experience did teachers may want to use these days the library although the square footage is appropriate it's a pretty uninspiring space there's no naturalized the furniture again the school does the very best I can do with what they have but she's going other libraries he stays in case for schools you're going to see that space cuz really knocked out change provider placement permitting attendance Zone but we still are going to have to address Middle School enrollment we go to new High School High School also got to build another Middle School  still got to do some renovation of the existing most important we have heard over and over and over again did this community wants one high school again I say I reap the benefits of a split Community for many years but the citizens of fire hole in my vote for their own school system for the residence of finally took to the attending schools Empire Unity once I hear it over and over all those things go along with building additional facilities  you heard mr. Fleming site we explored a classroom Edition at curve at the Kern high school campus you're also looked at places to place portable buildings are referred to them as learning cottages best way to use a facility is probably going to have to be a temporary solution for us as we moved tell me what all the way back to kindergarten  did you go and look at every grade level in Olive Garden schools with the exception of the early bird kindergarten first-grade there roughly 600 plus in every grain are Elementary School enrollment count took a backslider in the economy downturn we've explored that but based on the grill 600 * 4 - High School is 2400 with no world at all coming up so lots of things that we have to look at it is it still a possibility before we go to new facility of some time there a lot of options there thanks. We've looked at that and there's not enough room to keep a hold of any of those Elementary School play Stone that and all of those options that we explored we brought back to the recommendation Incorporated results of the feasibility study and asked the board to give us the authorization to starts pouring and that is where we are we are in the middle of that process right now meeting tonight just part of that process the survey that the town sent out part of that process of starting point for Gathering input but that process my charge to The Architects as we move through this this is I go back to an opportunity for the town and its residents Sears  to look at ears  a plan for the future of a community that is go to grow  it is going to grow I'm going to do some young man in a minute part of the process and Scott talked about it a little bit he went high school he went to the middle school he talked to kids  he talked to teachers he talked to staff members he talked to coaches he talked to Community member they got it input on what they would like to see if you just had an ability to form up high school a comprehensive High School so what part of that process Florida don't get on the phone. the price a little bit I live in carnival also hey I pay property taxes as well so I know my mother pictures old I understand that as well that price we're still in the process of forming and design what does the sword is going to look that price is based on the industry standard price per square feet we went back to the most recent buildings in Denver built in Shelby County Schools Arlington High School South Point High School  price per square feet capacity of 2000 extrapolated that peace out get some approximation we don't we have not going on the purchase site talked about furniture fixtures and the put that are part of that price but that price of getting up that you have been quoted it is an estimation but in order to build a million square feet facility cost per square feet is consistent with any facility built in Legacy Shelby County Schools to do something better than that will have to perform a facility that the people tired wolf your kids my kids my grandkids Jimmy Prada  so I wanted a complete by into the process and you everybody's opinion as much as possible through this an ongoing survey I'll wrap up with that in just a minute but can I give you some idea of what students back with us as we move forward with the plan all this is a process all of this is a plan we are not there yet there is not a design out there yet what's up I'm getting all of this all of this we are not there yet where are we on I'm ready to push him a little quicker I'm getting anxious because where we are southrac come up from Renaissance group and healed briefly the day would have a pretty  vested interest here I think there was something interesting here is that we play pretty good cross-section of grades represented 12 so parents representing all of these program that will allow us the lava stem facilities to grow emphasis on quality versus cost when you can see that both Illustrated and number and also number 9 and then outstanding indoor and outdoor Edge Athletic Facility on the same campus these next two questions really deal with the existing school and you'll see the the third response on both of these are they look similar and we'll talk get to shoes athletic location this is really talking more specifically about being located on critical needs the new high school must meet technology top academic stem program education security and safety  parking Athletics and design these are all in from that we will use to carry forward in our design process the next two slides our world and buy some what's that term basically the last couple many times you are these words show up Campus High School this information in break it down much more than that we're just showing you a representation of what the survey was was telling us just miscellaneous are other comments that would lower apart of that survey we will take this send an size we look back some nice and now we're going to be applying what we heard to these functions academics computer lab science labs stem facility CTR tecnis Scott said earlier what we heard in the survey facilities adequate enough to provide for these needs Fine Arts Auditorium choir band strings art fine arts classes athletic facilities  it's it's hard when you have facilities that are located in two different places Gene function correctly and we look at in this complex that would house all of them these football baseball lacrosse tennis physical education special education sensory rooms therapy rooms  devices allow that will allow the students and the teachers to interact with each other cafeteria what we heard a loud and player cafeteria not enough like these you'll have to provide Aid to allow for students to be able to eat their lunch in a timely manner and still make their class schedule so we have to look at bigs completely hurt when you have enough time for lunch  it's not enough time but I don't eat lunch in the lunchroom Library flights to to make it a more inviting place with different types of ceiling distance learning  Stella doll into the school and pick up a class those types of things or information were hearing site considerations pedestrian circulation vehicular traffic flow in and out of sight all of these or main issues for taking into consideration in the site selection process but also both internal and external of the site that is surprised if you get a phone call cause that's part of this process it's wide open because this is such a big thing for the community  the last three probably would excite me as much as anything we've got the past we got it we got a problem that we have to deal with our we wouldn't be here tonight we've got capacity issues in our high school we have over capacity issues at our middle schools  we are bringing to our Board of Mayor and aldermen a solution that we think will take care of many of those problems for the next a large High School anticipating girl quality facility for the town work the existing High School to middle school and other uses Career Tech you heard it mentioned a lot stem professional Center for out with the list can go on and on said poor infrastructure that's older we can use it and if you think that it's not important for the future let me give you a frame of reference the building that we are in right now as district offices  who would have thought that in 1936 when it was built as part of WPA  that we would be sitting in it now district office is 80 years later that's the type of Legacy that I won't leave that's the type of foresight that town leaders have settle for us that's the responsibility to pay it forward  great shape for our kids when will the town of Collierville as a said while ago weird joined-at-the-hip Mega tired of me calling and talking to  they are so pause it and so respectful of us  I see opportunities for us this is a booming growing town if we move forward build a new facility use existing facilities town of Collierville staff members and officials are salivating over some of the opportunity I want any new facility in any of Partnerships I want them to be partnership  you have kids here you have kids that there is not enough what does space for them to go practice a sport right now this opens up the door for Partnerships with the town more space to do things a partnership in a facility in the new in the new High School changes I try to contribute to the dreams also but I wanted to be something that great grandkids come through your the grandkids come through they're going to say  Xbox free smart and had a lot of Forsyth back then and it's an opportunity for this how to separate itself from the rest of this town and the rest of this region  I mentioned chip Blanchard people coming every day every day kindergarten kickoff tonight at elementary schools there is nothing more exciting than saying though  how exciting is that movie Just contain going cycling forever we have it licked there is such an
